First, the main patriotic slogan (in large characters on the top) is 盡忠報国 (zanchuuhoukoku = serving the nation with utmost loyalty) which is different from what you see 95% of the time (i.e. 武運長久(buunchoukyuu = continued good luck in the fortunes of war)) Second, and most importantly, it is named to a Lt. Colonel. 五十嵐 (surname) 中佐 (chuusa = Lt. Col.) The problem is this surname has several pronunciations (7) but I believe Igarashi is the most common.
