Japanese Navy wings: "air crew," "boat crew or "observer" ?

About 7 years ago I got a fair amount of Japanese insignia brought home by a vet. As best as I can determine, these "wings" have something to do with boat operators, but they've also been said to be aircrew, air cadet or observer wings.

 

What are they, really?

 

Since I last posted this question has anything new surfaced about their use?

That's an Army Shipping Corps insignia.

 

As per 'vintageproductions' post... Probably the most prominent of the shipping corps units were Shipping Engineer Regiments, which handled the movement of troops and supplies in barges (daihatsu and shohatsu) throughout the Pacific. The wire insignia are much nicer and scarcer than the common later bevo type.
