Need help with Late 1700s Cornish Fencibles, Cavalry officer uniform

Hi! I am hoping that someone on here can help me with this. One of my sister's military heroes was a gentleman who was an officer in the Cornish Fencibles in the 1780s and 90s. I am wanting to make a hat for her doll like he would have worn. I know that this is the type of uniform, as this shows the early Fencibles uniform:

Also, they would have worn a Tarleton cap style hat:

The illustration isn't exactly fully coloured, so I have two questions I'd like to find answers for. As an officer in the Cornish Fencibles Cavalry, what would the band colour have been (in the illustration it just looks grey, it is green in the hat picture) and would he have had a feather plume? The illustration doesn't seem to have one.

 

I looked up Tarleton Cavalry hats on Google images, and the bands and plumes change colour all the time, even within cavalry. I was wondering if the band colour was like the pipiing on WWII caps. But, I don't htink so. However, would appreciate any help or thoughts!
