HI Bill, I am not sure what it says (for sure, I did try translating it, but that is never as good as a native speaker). It looks like it is a gilt type application used to make the lettering?

 

Here is a generic tally from WWII, it is a bevo style woven look. I would guess that gilt was either prewar or postwar. http://www.worldmilitariaforum.com/forums/index.php?/topic/313260-ijn-enlisted-sailors-hat/

 

What do the anchors on the ends look like?

It is the basic Imperial Japanese Navy tally, no ship or base. Just like our US NAVY bands.

wow, I made that a big mistake. Will now have to go back and double check all my tallies, I just looked at the last three characters.
