That little chevron denotes his status, a Seaman 1st Class awaiting promotion to Petty officer. The badge above it all is the Artillery Mechanics specialty badge, in this context, the guns on a warship if you will as he's a ship board sailor, though these were worn by members of the land based German Navy Coast Artillery and Anti Aircraft units as well. I had figured out the Artillery Mechanic, but didn't know there was a chevron for essentially being selected for the next rank.
