It appears to be a wartime pattern with the wide collar, but possibly modified for post war wear with the open collar. The green and black insignia represents a rifle regiment and the 3d Gurkha Rifles is just that. Until 1950 they were known as 3rd Queen Alexandra's Own Gurkha Rifles and then 3d Gorkhas after Indian independence. I can't find your officer in the Gazette. I am still very new and make a lot of mistakes researching Commonwealth soldiers, but I believe that many British officers were seconded to forces once under the Crown, so even after the 1947 independence in India a British officer could appear in the Gazette as serving with the Gurkhas.
