I believe it to be a Fire Fighting Award due to the central three lobed insignia. This is a Japanese Fire Department insignia and makes sense to be on a Civil Defense uniform since the Civil Defense and the Fire Departments were under the control of the Japanese Police. The oval badge has the two pronged round wire pin attachments on the back along with extensive writing. The front has the Fire Department three lobed insignia in the center with a protective crane, or perhaps a peacock with its long tail, over the top of the badge. There are three Paulownia imperialis (kiri) often seen on insignia used by higher ranks on the bottom of the badge. Link to comment Share on other sites More sharing options...
