Thanks for the comments. I did some research and my theory is that It's a Russian WW1 era entrenching tool, Finnish capture. The paint job especially is identical to that used on Finnish shovels.

Punch out removed the existing country maker mark. Rich A. in Pa.

Seems like a grand waste of time... the troops will know what the item is and where it came from. Oh, the vanity of nations!

When I was researching, I saw some examples of captured shovels with a leather strap running through the hole so it hooks up with their gear.
