Help with country and age of antique looking portrait. Naval maybe?

I came across this in a flea market. Im thinking French? I could be thinking completely wrong though. The back still has brown paper nailed to it. Any help would be appreciated.

The collar style is close to what is shown in US Navy uniform circa 1812-1815, even down some little decorative detail as pointed out:

Could it be British?

Thank you for the help Bob. I think I found it maybe? US Army officer. The single side neck buttons look the same. I think the neck decoration in the painting is supposed to be a white scarf or the shirt, which is either dirty on the painting or got blended too much with the shirt colors during the actual paint process

That's fun! Should post this on the USMF. Someone might know more about the uniform. Also, might be worth peeling back the mounting paper on the back a little . . . just to see if they might have marked it behind.
