Japanese Naval Landing Force Insignia

Is this a helmet badge? For metal or pith or both? I don't know crap about Japanese stuff....

Not originally made for a steel helmet....made for sun helmets, winter fur hats and could and were used on other headgear as needed. Never made sturdy enough for a helmet but, they were used out of necessity and replaced as soon as a helmet insignia became available. A number of variations of this insignia were made...yellow brass, silver plated and some painted with slightly different details in the design. These were not "naval landing force" per se or rank insignia but a naval service emblem worn by officers and enlisted alike.
