I believe it to be a Police Department Award due to the police star insignia seen at the bottom of the badge. This is a Japanese Police Department insignia and makes sense to be on a Civil Defense uniform since the Civil Defense and the Fire Departments were under the control of the Japanese Police. The oval badge has the one pronged round wire pin attachment on the back along with extensive writing. The front has a representation of the island of Hokkaido in the center with a protective peacock with its long tail, over the top of the badge. Rod Posted April 29, 2019 Share #2 Posted April 29, 2019 Hi SARGE, Tough to read this style of writing especially on low resolution images but it appears to be a "Commemorative" badge dated 1936, Showa 11, on the back right side. I had no idea there were so many Fire Department related badges like this. So, it seems that a couple of these badges are to commemorate an event such as an inspection and the other one for the air raid drill is perhaps a participant badge. This is all very helpful information and seems to make sense.
