I did a lot of research for the seller, as I was interested in this. This is actually an armband for the Belgian Communist Resistance movement. The colours are the Belgian colours, and the words are the name of the Belgian Communist Resistance group, which bears strong resemblance to a French group, but a few words make it the Communist group.
