The navy used the double cherry blossom emblem on post 1942 sleeve insignia for advanced training...however, I doubt this is military. On the wing of the kite (right to left) I can see the words "All Japan".........:East" ........I can't enlarge the pic to get much more than that and my Japanese is limited. The back picture is far too small. I think it may be a pin for an organization or for the completion of training or school ? There was a Japanese women's organization during the war that wore a patch very similar to this emblem but I can't be sure if this is the same thing.
