Can You ID This?

I've been told that this may be an early Braunsweiger (Saxony) Fire Defense or Police Forces buckle. Can you ID this and if so give me an approximate value so I can sell it.

Braunschweig, Hannover, and Westfahlen all used this rearing horse motif on their Feuerwehr buckles. Without a shield background it is difficult to say which fire department used your buckle. I see these two piece round FW buckles sell for around $100.
