Two good luck flags? One has red hanko of Japanese soldier

It's been a long time since a new yosegaki hinomaru good luck flag came out of the woodwork but today I found 2. Ones I had before all seemed to have had the same prominent phrase, meaning something like good luck in the coming battle. I cannot find that writing on the two new ones and I wonder are they still good luck flags without that particular writing?

The smaller one is stamped with a red soldier - is that a hanko?

Thanks so much to Eric Queen for translating kanji on these two flags: the smaller one is not named to an individual soldier rather appears to have been created for distribution by a shrine. Each corner of the flag has identical kanji naming "Army region/district 30" There is also the common GOOD LUCK text and other messages as shown in the photos.
