You see lots of photos with Japanese waving these as trains pass with soldiers on them.

Parade flags like this may come with aluminum poles and finials, like yours or they may also come in a celluloid (early form of plastic), version. They are sometimes found in their original carrying bags. These are normally made from cotton cloth and come in a variety of colors, primarily white or green. The outside of the bags generally have kanji characters printed on them. They can say anything but often the kanji says, "National Flag" or something similar. As time goes by, this small parade flag version is less seen in its "good luck flag" signed version. As noted, they are quite commonly seen in off-to-war photos, where citizens, left on the home front wave them, while troops are shown leaving for overseas assignments or military training. Yours looks nice!
