IJN belt buckle or is it?

I see this buckle post for sale, and want to get some opinions. I'm a fan of the Philippine carved buckles, but this one isn't done in the same format. More square than rectangle. Is it a "war" piece, made chinese made? or post war.  OR ... is it even a buckle?  What cha think?

The Japnese will use "romanji" or Roman / English lettering for decorative purposes, or if they working around Westerners.
