C.I.C.R. means Comité International de la Croix Rouge or Comitato Internazionale per la Croce Rossa, and I.K.R.K. means Internationale Komitee vom Roten Kreuz (Switzerland has multiple official languages: French, Italian, and German I believe). The International Committee of the Red Cross are based in Geneva, Switzerland. It is not military but they did conduct work during World War 2 inspecting Prison of War camps and so on.
