Japanese Bayonet with no makers mark and no sharpened edge. What is it?

I picked up this bayonet this past weekend.

I didn't notice the lack of markings and blade until later.

There is a number carved into the handle and a number on the butt. (see pictures)

What is this ?

This is a very common training bayonet

More common than a regular issue bayonet?

Less common, but still somewhat plentiful.  They have an softer iron blade vs. the steel of the issue ones.
