Cloth with writing and image of a biplane. Any ideas?

First off, I think the aircraft is a Japanese Kawasaki KI-10-II "Perry".

Secondly, if folded, it might be a Hachimaki headband to be worn by a pilot.

Fortunes Of War

This looks like a tenugui (or Japanese towel) to me.  During the war, these were done in all sorts of patriotic themes.  They are reproduced these days.  Here is the Wikipedia page for them:

It is a Japanese tengui or towel and here's what it says... (the towel is written pre-1945 style: right to left, top to bottom)
