Unknown M-43 Style Cap

I have this cap which has been seen in photographs of Civil Defense volunteers and is thought to be part of a 1961-62 trial for a field uniform that was never adopted and rather than being destroyed, they were given to the Civil Defense volunteer units.

The cap is made out of a type of dederon (not sure if I am spelling that right). Notice the vent holes and the chin strap which is purely for decoration and meant to mimic the look of a real one.

I wonder if anyone can confirm this theory or if they have photos of this cap being worn by NVA troops.
