Civil Defense helmet insignia help

I recently picked up this Civil Defense helmet and was wondering if anyone knew the identification of the badge on the front. I have never been a real active collector of Japanese militaria so was hoping someone might know what it represents and also if the writing inside on the helmet and liner is a name or what the translation would be. I have not seen this badge before but the crossed objects with a triangular head are Japanese Fire Department Tobiguchi (Hooks).  These are used in fire fighting to tear down structures to create a fire break.  Perhaps a specialized unit in the Civil Defense structure?

 

I hope this is helpful and perhaps someone who is more familiar with the insignia will chime in.
