Japanese good luck flag with large stain in center

Here is a neat Japanese flag ive had for a while, would appreciate it if any one could shed some light on what some of the slogans etc say. Thanks.

[Fortunes Of War]

     Nice flag!  Unfortunately, the only thing I can spot is Buun Chokyu- "May Your Military Fortunes Be Long Lasting" and "7 Lives in Dedication to the Nation".  The flag has quite a few names of individuals signing.  The poem located in the upper right-hand corner appears to be written in sosho tai and is difficult to read.  It also has typical brown paper corner tabs and while silk tie strings.
