Do the two red lines indicate rank? Also, is the line that has the number 14 in it a unit? Thanks, Dave

I think the red lines are just its design as far as the rest....no clue...

I saw another armband with one red line. Thought it might be rank or some other reason

I don't know about the red lines but the armband says:

Top:

公用證 Official Business Witness --- 第14 Number (armband/person #14 in a sequence)

Bottom:

満州2686部隊 = Manchuria 2686 Butai

2686 was the code number for the 25th Anti-Aircraft Regiment, which was ultimately sent to Saipan. 

 

The photo is upside down, this is correct:
