According to a friend of mine the left side says "Okinawa" but the right side doesn't make any sense.  The characters aren't Kanji but one of the three lower Japanese language alphabets called Katakana.  Katakana is usually used in the Japanese written language for describing foreign words like the English word baseball which they pronounce as basubaru and the Okinawans originally had their own language separate from Japanese although most Okinawans now speak Japanese.  The Japanese also use Katakana when referring to Okinawan words.  I have no idea why Okinawa is written upon a Japanese flag.
