It is the Czechoslovakian Scout War Cross.  It was instituted in 1946 and awarded to members of the Czech Scouts, who were already recipients of the WW2 War Cross and had been involved in domestic intelligence organizations during the Nazi Occupation or had fought during the Prague uprising in May of 1945. 

 

There were three classes:

1st Class Gold - For those that lost their lives.

2nd Class Silver - For those that were seriously injured.

3rd Class Bronze - For all others.

 

The Czech Scouting Organization was founded in 1911 and helped establish the Czech Republic in 1918.  There were 70,000 members before the outbreak of WW2.  During the Nazi Occupation they were abolished by force and banned in 1940.   Many scouts joined the Czech Resistance and over 700 of them died during WW2.
