Assistance in Identifying a Strap

Hi Folks:  I purchased this heavy duty green leather strap with two buckles but I am trying to identify it.  What was it used on or for what purpose?  Thank you for your help

It is most likely a Sabre / Dagger hanger for a Sam Browne belt.

That is what it looks like to me.
