Blue No.1 uniform differences ?

Attempting to better understand the differences between current Full Dress, I am stuck with the concept of No.1 “Dress Blues“.

 

Taking an example of Prince Harry I see a lot of embellishment on the sleeves and the neckline, which I have not always seen him wear, nor on others. More noticeable would be the repeat ruffles, from the neck down, along the chest, that I did not see elsewhere either.

 

What is going here ?
