German GAU Flag/Banner

This here is a real tough one for me. I have never personally seen one of these before and have no honest idea of what it is worth. It is supposed to be an administrative flag form before the war. I know that there were many different administrative branches and offices during the Reich. If anyone thinks that they can identify what this is, if it's real or fake, and have an estimated price I would greatly appreciate it.

Looks like a regular flag with fringe.

It could be an early static swaz unit flag  where the corner patches were removed to a newer "mobile" style banner.
