British General (?) aboard USS Wasp (CV-7) early 1942

Looking for any help in identifying the British General in this photograph.  Photo was taken aboard the USS Wasp, and Captain J W Reeves is also in the photo.  Possibly related to when she was loading Spitfires to transport to Malta.  Thanks for any help you may provide... these are out of Captain Reeves personal photo album and I've identified almost all of them... just cleaning up some loose ends!
