Help translate from German to English

Not sure if this is the correct section but hope someone can help translate the attached..

 

From what I understand it is a

propaganda flyer promoting the “Molotov Plan”… or perhaps it is info AGAINST the

”Molotov Plan”.

Thanks, here’s the other side of the sheet,

showing a dazzled looking face on a spinning top. Confusion? As to which way to go?

 

I’m not very familiar with the plan but did some reading… Marshall Plan vs Molotov..

and the rebuilding of Europe after WWII.

 

Seems like most/all of the Communist run countries ran with it.  Since the sheet is written in German, I’m guessing that perhaps it was handed out in East Germany by the West Germans ??  What do you think?
