Think of it as a "personal cheque" from the armed forces. The first two issues clearly state that these certificates are temporary payments for use within the armed forces only, such as a "commissary" or a "PX". However, the third issue has a provision that allows these notes to be exchanged by authorized personnel only, at financial instititions within Germany, for regular German currency. This issue also states that finance sections of the German armed forces located anywhere are permitted to exchange these notes.
