Hello.

 

This is a BWG-0011, WWII British Flashlight / Signal Light.  D.B. Ltd. LE. (Lamp Electric) No. 4

The LE No. 4 replaced the older style LE No. 1, and was very similar to the German Artas lamp. The knobs on the front would slide to put a red or green filter over the lens. (It almost looks like your lens looks yellow, or is that the green filter?) and could be used for night reading.

 

The empty space inside, when you open the front flap, would hold a battery and a replacement bulb. 

 

The back leather strap is a belt loop, and the leather tab with the buttonhole would be used to hang the lamp from the uniform button. 

 

Finding a picture of the battery is elusive, but I did find this example . . . not sure that is a genuine type of battery, though:
