I think what you have there is a Brigadier or Substantive Colonel's Staff Officer's Service Dress Cap from the Royal Corps of Signals. The buttons are those of a General Staff Officer.

 

Would be interested in any other opinion.

 A Number 1 Dress Blues Cap worn by a Colonel or Brigadier. Pre 1953, Not Corps specific and not Staff Corp as the Staff is indicated by a red Band.
