need help with ID on this insignia

There were found in a collection I became caretaker of. The case they were in was marked italian insignia. Any Help with ID would be appreciated

Commercial airline uniformed crew wear this design of epaulette. In most cases three bars are worn by the First Officer. 

 

There are similar designs worn by various military units, the red by Soviets and green by French Algerian but they were not exact.
