Unknown to me East German made Shoulder Boards

I found this Unteroffizier boards at a flea market in Saxony-Anhalt two weeks ago. They are obviously made by a VEB. The center of the boards was made with dark green felt instead of the usual stone grey material. They have a dark green strap on the back and silver piping. I found the boards in an a box full of East German military insignia mixed with Western German Police rank insignia. Could it be a pair of early post-unification pieces? Or are they military/police at all? Thanks in advance for your help!
