Not Feldgendarmerie since they have regular Police shoulder boards instead of orange piped Heer style boards.  They are both serving in Police units however.  They are wearing Polizei cap insignia.  We can also see the dark brown coat collar on the fellow in the front.  We can also see the edge of his Polizei collar tab with aluminum thread edging.

Combat troops they were in a manner of speaking, mostly anti partisan operations, involvement in Poland and later the USSR in the einzatzgroups etc, in Western Europe Italy ditto, but could and were in the front lines depending on the circumstances. in example that Police unit. Reserve-Polizei-Bataillon 65  that found themselves surrounded in the Cholm Pocket in the USSR in winter of 1942.

 

 

And since this photo of them is in Germany in 1945, chances are good they were in the front lines, or at the very least near the front, on defense guarding things, roads etc etc.
