Unusual Franco Russian medal?

This looks like a Franco Prussian war medal, anybody tell me what the ribbon signifies? Usually, the ribbons on those are just black, white and red, but this one has blue also.

 

Is the medal a veterans medal for serving in the Franco prussian war?

I have yet to find a medal like this one with my research.

The ribbon is folded in the triangular manner of Austrian awards.

Just a guess but the image is Ludwig II of Bavaria and the colors on the ribbon are on the Bavarian coat of arms.
