Could be for miners, only thing I could come up with. Looks military to me. Thanks for any help, Ken

Looks to be a WWI or WWII German Miners Association button.

Maybe not German.

On the OPs pics, the hammers are opposite from the known miners cost/jacket. 

Several countries used this symbol for mining.

 

Here are my table/ butter knife holders/rests. I believe these were sliver or copper plated. Unfortunately, these were in a building that caught fire post war.

I think I found it in an old 1949 Bannermans catalog I have.  Not military at all, a secret society.
