What is this pack?

It seems to be italian. When is it from? And what are the side pockets for? As well as the small strap with snaps? Also what is it worth? most of them that come up on ebay are around 100$ and that seems a bit high.

This is a standard italian army tactical field pack from '80 - '90. It contains in general all the necessary such as: induvidual camouflage, extra clothes, mess kit, tarps and personal effects.

 

The real cost is should be $15-20 in my opinion
