If you search the internet you will find it has been used in a number of countries. https://en.wikipedia.org/wiki/Unity_makes_strength The flag on the viewer's left appears to be French. I thought it might also be Belgian, but a Belgian flag would have a black field next to the pole.

Musical item's here and there and what look to be theater props? Was there some sort of French holiday around the time of invasion? Why would the older guy on the right be polishing his boot in a staged photo????
