Any ideas what this one might be?

Came back with other WW2 German bits, but i am not sure it's German.

Found out what it is! - it is for a "mining official", for class 7. 

This is according "Vorschriften über die bergmännische Kleidung", as authorized March 5, 1934.  The saw-tooth edge is a remainder from the regulation "Die Uniformen der Beamten der Preussischen Staats-, Berg-, Hütten- und Salinen-Verwaltung" from January 15, 1890.
