I bought this what I was later told is a WW2 German infantry NCO hat for 50 dollars at the flea market along with other German militaria which came out of a storage locker somewhere in California.

I'm guessing the writing inside of the hat is the former owner's name.

Yes, "Sapper" is his last name. "Wilh." is the abrevation for "Wilhelm", his first name.
