Cockade Shoulder board and collar device

These just cam with a bunch of patches  I believe they are Heer but could use confirmation  What rank do the collar devices signify?  Also any idea of value would be great too.

There are eleven cockades on the strip

There are ghosts of devices on the shoulder board I didn't even notice prior to scanning.

The collar insignia will be Ordinary ranks, Private on up, called Litzen, the one on the right appears to be the earlier version 1930s early war (Qualification Needed by other Members), the one on the right, the well used one mid to late war. Not sure on the shoulder broad, not Army, perhaps Civil, like the Railroads???

The shoulder board is RAD Unetrfeldmeister.....they can be seen about the internet for $50 to $80
