To me, and just my opinion, the characters on this flag were written by a Japanese. I think it is something the vet either had custom made for himself or possibly was a gift. His name seems to be in the center リンドセイ シー。ブラントン = Lindsey C. Branton The others seem to be place names. Perhaps the guy got around a lot. Merchant Marine? フランス = France スコットランド = Scotland パナマ = Panama イングランド = England ウエールス = Wales ベルチューム = Belgium 日本 = Japan, etc. Interesting theory Dave but I took the question marks to mean "where to next?"
