It appears to be a hand painted ash tray commemorating the alliance between French and British troops during WW1 and WW2. I assume it's wartime as WW2 does not have an end date. The artist name is CHAF but I could not find anything about them from my research. If anyone knows anything about this, I look forward to learning more about it. Thank you!
