It means something like “entry permitted”. 立入 = entering, and 許可 = permission / authorization. Anyone who’s been to Japan has probably seen a similar phrase, 立入禁止 (tachiiri kinshi), on signs or doors which is used as “do not enter” / “keep out”. The armband is a sort of generic thing and there are still places making these even today.
