need help to ID uniform and cap

Greetings 

I need help to ID this uniform and the cap this gentleman is wearing...the photos are pre-WWII Germany (( the date of the photo album is 1924)) .Is it military or police or maybe railroad ...I'm not sure but I would greatly appreciate any help that can be provided...Thank You

My guess would be railroad due to the winged wheel on his schirmutze

I think daskrieg is right, an Eisenbahner (railroader).
