Help with German uniforms

Hello , I'm after some help with identifying the uniforms and insignias in the attached photo, The gentleman on the left is my Wife's grandad and the gentleman on the left is his brother

The sitting uniform is a rare Luftwaffe Herman Goring panzer wraparound. He looks to be wearing another wrap underneath. The other is Kriegsmarine fairly common. Does the family have anything from his career?

To me it looks like the sitting fellow is wearing an overcoat, with the uniform jacket under it.

The other relative in your photograph is a Navy sailor in the Kriegsmarine as indicated by his cap band.  He is wearing his jumper with the large collar underneath his overcoat.

I just brightened up the picture and saw the second row of buttons so it’s not a Panzer wrap but an overcoat. He is from the Goring regiment and HG panzer division. An elite unit that saw some heavy fighting before going to North Africa. Interesting that he surrendered in Tunis where I was born. Is your photo an original period one or a copy? 
 

His collar tabs are white as is the piping on his cap and shoulder board, a Luftwaffe waffenfarb color indicating that the wearer belongs to the HG regiment. He wears the Luftwaffe eagle on his cap with the corresponding wreath below it. An amazing photo.

 

Photo was taken in 1943 after his promotion and before shipping off to Afrika.
