Help ID'ing WWII German POW Tag(?)

Hello everyone,

 

Picked up this curious tag of sorts at the coin shop the other day; although it's definitely not a coin. Seems like maybe a POW ID tag or something. It's dated 1943, says "STADT DIEDENHOFEN" and is numbered 1188. It's about 30mm, and seems to be zinc. The back is blank, other than the same dotted border on the front. Any thoughts on what it might be would be much appreciated.

A quick Google search shows that tag says City of Diedenhofen. That leads me to believe it is not POW related or related to the military.
